What is Tawtheeq? Abu Dhabi Rental Registration Explained

Tawtheeq is Abu Dhabi's official tenancy contract registration system, operated by the Abu Dhabi Department of Municipalities and Transport (ADM). All residential and commercial tenancy agreements in Abu Dhabi must be registered on Tawtheeq. It is the Abu Dhabi equivalent of Dubai's Ejari system.

Why Tawtheeq Exists

Tawtheeq was introduced by ADM to standardise tenancy contracts, create a government record of all rental relationships, and provide a basis for dispute resolution. Registration is mandatory — unregistered tenancies are not legally enforceable in Abu Dhabi.

What Tawtheeq Does

Registration on Tawtheeq:

  • Creates a legally recognised tenancy record
  • Enables ADDC (Abu Dhabi Distribution Company) utility connection
  • Allows tenant to process visa and Emirates ID using the rental address
  • Gives access to the Abu Dhabi Rental Dispute Committee
  • Creates the legal basis for eviction proceedings if required

Agency Fee and Cost

Agent commission: 5% of annual rent in Abu Dhabi (versus 5% in Dubai — same rate). On AED 80,000 annual rent the agent fee is AED 4,000.

Tawtheeq registration fee: Typically included in the agent's services or a nominal ADM fee. The contract template is government-standardised.

Abu Dhabi Rent Freeze (2026)

Abu Dhabi introduced a rent freeze effective from a specific date in 2025, prohibiting landlords from increasing rents on existing tenants in most residential properties. This is a significant tenant protection not present in Dubai. Landlords on Al Maryah Island (ADGM zone) are exempt from the freeze.
